  • In close collaboration with the Deputy National Quality Improvement Coordinator, the Administrative and Financial Manager will provide administrative and financial support to Oxford Epi staff and consultants involved in the Differentiated Care project, with the overall aim of ensuring smooth functioning of office operations, travel logistics, and financial management. Specific activities include:
    • Prepare and produce monthly spending reports with accompanying documentation for Oxford Epi headquarters
    • Maintain petty cash and bank accounts information
    • Perform monthly reconciliation of all financial accounts
    • Prepare monthly cash flow projections
    • Make all necessary payments on a timely basis
    • Manage all procurements and purchases, and maintain inventories of all purchased items according to Oxford Epi and Global Fund policies and procedures
    • Develop relevant administrative and financial policies and procedures, including local personnel policies, travel and per-diem policies in accordance with Oxford Epi headquarters and with Global Fund regulations
    • Organize all local and international travel logistics to and from Kenya for the project;
    • Organize all logistics for meetings, coaching sessions, conferences, and other peer sharing initiatives
    • Develop and maintain a system to monitor achievement and preparation of project deliverables and reports
    • Participate in recruitment and hiring of all local staff for the project
    • Orient new employees to Oxford Epi policies and benefits
    • Directly supervise all office support staff (i.e. drivers, administrative assistant/secretary, office assistant)
    • Coordinate staff timesheet completion and submission
    • Prepare payroll, including tax payments and social insurance contributions for employees as required.
    • Maintain regular account of employee vacation and sick leave use and balances
    • Provide logistical support for workshops, seminars, learning sessions etc.
    • Plan, organize and oversee all special activities related to Oxford Epi/Kenya work
    • Maintain close communication and good working relations with Oxford Epi administrative backstop at Headquarters
    • Ensure functionality of office equipment and facilitate periodic repairs and maintenance of facilities, equipment, and all office related operations
    • Maintain stocks of all office and cleaning/kitchen supplies
    • Other duties as assigned
    • University training in financial services, administration, or accounting
    • 5 to 7 years of work experience in project administration, financial management, and human resources management
    • Experience working on or with donor-funded contracts
    • Knowledge of Global Fund rules and regulations
    • Familiarity with Microsoft computer packages (i.e. Word, Excel, PowerPoint, Access)
    • Ability to navigate the internet with ease
    • Fluency in spoken and written English
    • Ability to take initiative, and to work independently
    • Ability to work with a multi-national team
    • Excellent organization, communication and interpersonal skills
    • Ability to create logical systematic financial management systems
    • Strong financial management skills
